Troy Collings 


Troy leads government and regulatory engagement for Southern Oil Refining (SOR).  SOR has positioned itself as a project of national significance in the biofuels, waste to energy sector working successfully with both State and Federal governments.  Troy is also the Managing Director of BPRS Pty Ltd (est. 2008) - a company that specialises in regulatory training, and providing government engagement strategy advice to the private sector.  

Prior to BPRS, Troy had 23 years as a senior public servant in environment, natural resource management, water, mines, planning, justice and transport portfolios. During this time, Troy had many diverse and interesting roles - Parliamentary Drafting Instructor, exercising the prosecutorial discretion for a major government agency, chairing a national 55 agency ‘Best Practice’ Committee and at one point found himself Queensland’s State Censorship Officer.  This experience is complemented with 3 invaluable years as Chief of Staff in the Environment and Heritage portfolio.

Troy has qualifications in audit, investigations and project management.  Along with his SOR and BPRS duties, he is the Chair, Queensland Advisory Council for Greening Australia and assists Ronald McDonald House Charity, and The Former Origin Greats’ Achieving Results Through Indigenous Education (ARTIE) ACADEMY. 


Southern Oil Refining (SOR)


SOR is a privately owned Australian company operating two waste oil refinery facilities in Wagga Wagga (NSW) and Gladstone (QLD).  Our refineries take in around 420,000 litres of waste lube oil daily that could otherwise be burnt or dumped.  The development of world leading processes in waste oil refining has led to investing around $24M into Australia’s first Advanced Biofuels Laboratory and Biofuels Pilot Plant in Gladstone, Queensland.
